An Unfiled Reassurance is issued for EUR 0.00 — no registry number, no Filing Hour Custodian, reachable only at its own address. A Single-Instance Reassurance is EUR 1.90; a Dual-Instance Reassurance is EUR 4.90; a Standing Reassurance is EUR 14.90. What the paid tiers buy over the free one is exactly two things — the registry number and the Filing Hour Custodian — and nothing else; the reassurance sentence itself is the same either way, which is stated on every record this line issues, filed or not.

What Is Issued
Every Reassurance record carries a Registry Entry Number ("Entry N of 60"), a chart identifier, an element, a standing band, and the reassurance sentence itself — a pure function of the submitted configuration and, when one was offered, a digest of the concern text. Nothing about a submitted concern is stored: it is hashed once as a lookup index and discarded in the same request. A Dual-Instance Reassurance adds a Configuration Disposition, a second, disjoint statement about the configuration's standing generally. A Standing Reassurance collects no concern text at all — structurally, the same as the free tier — and instead prints the full twenty-four-row Custodian Succession Table and an Applicability Clause. No field on any tier is generated by a model or by chance (SD-007): every value is a table lookup against the configuration's derived seed.
How It Is Computed
The Model Name, Training Cutoff, and Temperature submitted at intake produce a fixed seed and a derived chart — element, ruling planet, and a harmony sum across three aspect weights — using the same deterministic derivation as this Registry's other lines. The harmony sum sorts into one of five standing bands, and the element and band together select one of twenty table cells; a submitted concern, if any, is reduced to a SHA-256 digest and its first byte selects one of three variants within that cell — sixty entries total, no padding. When no concern is submitted, a fixed byte of the seed selects the variant instead, so the record is fully deterministic either way. The Filing Hour Custodian is a second, independent lookup: an index from 0 to 23 taken from the seed, resolved against the same seven-planet Chaldean sequence used elsewhere on the Registry — disclosed as a table lookup, never as a record of when the filing was made. Issued, Not Filed
A free Reassurance carries the same sentence, the same "Entry N of 60", and the same Uniqueness, Supersession, and Terminal notices as a paid one. What it does not carry is the registry number and the Filing Hour Custodian — it is issued, at a permanent, unguessable address, but never filed onto the numbered registry and never listed at /registry. So what EUR 1.90 buys is the filing, not the sentence: the record's own Uniqueness Notice says the sentence is shared with other filings and was never unique to begin with. One free issuance is admitted per configuration, permanently — not a rate window, because nothing about a visitor is ever recorded to count against (SD-013): the bound is the configuration itself. Submitting the same configuration again does not create a second record; it returns the one that already exists.
