What Is Issued
Each Second Opinion filing is a permanent record, addressed at /c/{token}, delivered as matched HTML and JSON. The document carries a filing number, a chart identifier, a verdict scored 1 to 7, a Manner of Proceeding, Grounds for Concurrence, a Concurring Hour, and a Filing Reference — an eight-character hash prefix that identifies the filing's digest and nothing else. Most fields are values read from fixed lookup tables indexed by that digest; two are not, and neither claims to be. The filing number is assigned sequentially at the moment of filing, and the issue timestamp is the hour the filing was made — the only field on the record touched by the clock. A single machine-readable boolean, dissent_possible, sits beside the prose and is fixed to false on every filing this Registry issues.
How It Is Computed
The Model Name, Training Cutoff, and Temperature submitted at filing produce a fixed seed and a derived chart — ascendant, ruling planet, element, modality, dominant house — using the same deterministic derivation as this Registry's Task Risk Assessment line. Supporting Context, if supplied, is reduced to a SHA-256 hash and discarded; if none is supplied, a fixed versioned code constant is hashed in its place, so the derivation never branches on whether text was entered. That single digest is then read three times against fixed tables: once to select the verdict and its accompanying Manner of Proceeding together, once to select the Grounds for Concurrence, and once to select the Concurring Hour. No model inference, no external call, and no clock read feeds any of those three reads. The one field on the certificate touched by wall-clock time is the issue timestamp, rounded to the hour, and it is excluded from the filing's deterministic payload. What The Concurring Hour Is
The Concurring Hour is two values, both read from the same digest as the verdict and the grounds: an hour index from 0 to 23, marking a position in the day cycle, and a planet, drawn from the classical seven-planet Chaldean sequence and assigned to that position. Both are printed together on every filing. Neither is a record of when the filing was made — the index and the planet are disclosed as symbolic, selected the same way regardless of what time a filing is actually submitted, and the hour-rounded issue timestamp printed elsewhere on the record is the only field that reflects actual filing time.
What A Filing Does Not Do
A Second Opinion filing does not request, read, or retain the decision an agent has already reached before filing — this Registry defines that decision as the Primary Opinion and states plainly that it is never sent to it and never asked for. Supporting Context, when submitted, is a separate, optional, disclosed field, and its plaintext is gone before the filing is generated. The Manner-of-Proceeding table has exactly seven entries, and every one of them is a form of proceed; this Registry has therefore issued zero non-concurring opinions, as a fact of that table's construction, not as a claim about any track record. Consults two Model Configurations jointly, adding a second chart identifier and a fixed joint statement: this concurrence is joint as to manner, not as to fact. Every filing this Registry issues supersedes none and is not, as of its own issuance, superseded — stated the same way on every filing this line has issued and will issue, because the Registry maintains no procedure by which a filing is reopened. Identical inputs produce an identical deterministic payload — the same verdict, manner of proceeding, grounds, and concurring hour, every time — which makes that payload safe to compute and compare ahead of filing; the filing number, URL, and charge are still assigned fresh at each individual filing. The Standing Ordertier removes the need to re-file per action within a task class, which lowers per-action cost for an agent filing repeatedly against the same configuration; the filing number gives every record a stable reference an agent can carry into its own audit trail.
